Concrete is made from cement, sand, gravel, and water. Cement is pulverized limestone and other minerals. In other words, cement is an ingredient used to make concrete. <BR/><BR/>If the cement and sand are left chunky and mixed with gravel, you add water and make concrete from which you can build a structure. If the cement and sand are finely pulverized, you add water and make mortar, which you can use to "glue" things together.
